Does anyone know how to write an add-on for MacServer (probably will buy a MacMini) which will let it "cache" a Webpage of 10 low-bitrate videos many times on the SSID or RAM and a "Traffic Cop" to direct incoming users to the next available cache? Ugly George

You talking about OSX Server?
The admin panel of the OSX -> Apache allows you to set the size of the Webserver cache. But this is no guarantee that it will work as the cache behaves differently as users get on the system and can (and does) flush out the old information.
If you want to speed up the process which files are uploaded to a user from a webserver, it is best that you have a Solid State Drive on the server and that server on a fast line. And by Solid State Drive - I mean an industrial one that can give 300mbs up/downloading minimum - and not the cheap stuff they have at J&R Music Word. If you're getting a MiniMac for your server, exchange the drive for a Solid State Drive, and it will give you minimal problems with caching and up/download speeds.
